OAS MSME Newsletter: (May 2026):

This OAS MSME Newsletter is published by the Department of Economic Development of the Executive Secretariat for Integral Development (SEDI). It is dedicated to measures recently announced by OAS Member States to drive the economic recovery of micro, small and medium-sized enterprises (MSMEs). The policy responses vary from country to country and are specific to the economic circumstances of each Member State. Given that every day produces new developments, this inventory is in no way exhaustive.

Caribbean Export

420 MSMEs Across 14 Territories Complete Project THRIVE – Charting a New Course for Caribbean

Republic Financial Holdings Limited in partnership with the Caribbean Export Development Agency (Caribbean Export), have successfully completed Phase 1 of Project THRIVE – an impactful capacity-building initiative designed to unlock the export and finance potential of Micro, Small and Medium Enterprises (MSMEs) across the Caribbean. A total of 420 MSMEs participated in the programme, representing Anguilla, Barbados, the British Virgin Islands, the Cayman Islands, Dominica, Ghana, Grenada, Guyana, Saint Kitts & Nevis, Saint Lucia, Saint Maarten, St. Vincent and the Grenadines, Suriname and Trinidad and Tobago.

Country Policy Responses

Exporta Simple expanded its reach to help more SMEs and entrepreneurs grow through exporting

The Government eliminates the annual cap of USD 600,000 per exporter and the limit of USD 15,000 per operation of the Exporta Simple program. The measure is aligned with the elimination of trade barriers and the promotion of greater insertion of Argentina in world trade.

CDB Advances Financial Innovation in Barbados with MSME Financing Reform Initiative

The Caribbean Development Bank (CDB/the Bank) is unlocking new pathways to finance for micro, small and medium-sized enterprises (MSMEs) and advance private sector growth in Barbados with a US$560,000 grant to the Government. The technical assistance project represents a strategic intervention designed to reduce longstanding barriers for MSMEs in accessing finance. Administered by the Ministry of Energy and Business, the initiative promises to create an enabling environment for movable asset-based financing by modernizing the country’s secured transaction legal and infrastructure system.

From producer to consumer: Government inaugurates the «La Caserita» fair to boost the economy of small producers

With the aim of strengthening the economy of the country’s small producers and entrepreneurs, the Vice Ministry of Agricultural Development and Integral Development (VDADI), under the Ministry of Productive, Rural and Water Development, inaugurated the «La Caserita» fair. The initiative allows the population and public servants to access national products with added value and high quality, under the seal «Made in Bolivia – Consume what is Ours».

Vice Ministry of Micro, Small Business and Crafts promotes alliances for the digital transformation of the productive sector

In a joint effort to modernize the country’s productive fabric, the Vice Ministry of Micro, Small Business and Crafts held a high-level technical meeting with representatives of international cooperation and academia to define the bases of a digitalization agenda. The dialogue focused on the articulation of mechanisms that allow Micro and Small Enterprises (MSEs) and the artisanal sector in Bolivia to integrate cutting-edge technologies into their value chains.

The Ministry of Productive Development accompanies the presentation of the Law on Emerging Enterprises to reactivate the economy

The Ministry of Productive, Rural Development and Water accompanied this Thursday the official presentation of the draft Law on Emerging Enterprises before the Plurinational Legislative Assembly (ALP). The proposal, the result of a process of collective construction, seeks to transform the reality of thousands of Bolivian entrepreneurs, providing them with a legal framework that guarantees their growth and sustainability.

Brazil and Bolivia strengthen ties to strengthen small businesses and regional integration

Cooperation between Sebrae and the Bolivian government seeks to harmonize health rules and reduce bureaucracy in the registration of companies to boost entrepreneurship on the border. The strengthening of technical cooperation and technological exchange opens opportunities for Sebrae to intensify actions to adopt good practices, especially among small producers and rural entrepreneurs in the border area.

Sebrae and the Ministry of Entrepreneurship boost small businesses of low-income families

Sebrae and the Ministry of Entrepreneurship, Microenterprise and Small Business (MEMP) launched the Entrepreneurial Power project. This is an initiative that aims to strengthen about 3 thousand enterprises in the region with actions for access to credit, formalization, among others.

Applied behavioral sciences to improve public policies in support of MSEs

Pilot project of Sebrae and the Ministry of Management and Innovation points out that it is possible to increase the effectiveness of government actions without raising costs. A pilot project carried out between the end of 2025 and April this year used real experiments with hundreds of small businesses, applying the principles of behavioral sciences, which study decision-making processes in real contexts, unlike ideal models. The conclusions obtained demonstrated, in practice, the possibility of developing more effective public policies without increasing costs, based on people’s real behavior.

Government of Canada renews partnership with Carleton University to operate the Black Entrepreneurship Knowledge Hub

Growing an inclusive economy is essential to building Canada strong. When Black entrepreneurs have the tools to start and grow companies, they create jobs, drive innovation and strengthen local communities. Since launching in 2022, the Knowledge Hub, through Carleton University’s stewardship, has solidified itself as a centre for research, data and insights on Black entrepreneurship ecosystems in Canada. This includes its Black Entrepreneurship Ecosystem Map, which launched in 2024.

Sercotec announces the opening of the call for the Bee Capital fund to promote female entrepreneurship

With a call to promote the development of formal MSMEs in the country, the Technical Cooperation Service (Sercotec) announced a new call for applications for the Capital Abeja Emprende fund, an initiative that promotes the creation of new formal businesses led by women throughout the country. Through this program, women who wish to undertake can access a non-refundable subsidy of $3,500,000 to make investments and business management actions that are required for the start-up of the business project.

The Conecta Popular Fair in Duitama brought together more than 15,000 attendees and strengthened the region’s economy

With the participation of more than 15,000 attendees and 92 enterprises of the Popular Economy, a new edition of the Conecta Popular Fair in Duitama came to a successful conclusion, an initiative led by the Ministry of Commerce, Industry and Tourism, through iNNpulsa, to strengthen, expand marketing opportunities and promote productive development from the territories.

Showroom is held to connect Salvadoran MSEs with the international market

The Government of El Salvador, through the National Commission for Micro and Small Enterprises (CONAMYPE), held the showroom called «Connecting Salvadoran MSEs with the foreign market». This activity aimed to promote the competitive supply of products of Salvadoran micro and small enterprises (MSEs), belonging to various economic sectors, through an exhibition space aimed at international buyers, facilitating the generation of strategic connections and the expansion of business opportunities in foreign markets.

FUSAI and CONAMYPE promote new Specialized CDMYPE to accelerate business growth in El Salvador

The strengthening of the Salvadoran business ecosystem continues to advance with new strategic alliances aimed at promoting the growth of micro and small enterprises. The Integral Support Foundation (FUSAI) and the National Commission for Micro and Small Enterprises (CONAMYPE) signed a cooperation agreement for the operation of a new Specialized Micro and Small Enterprise Development Center (CDMYPE), focused on business acceleration and the industrialization of enterprises and MSEs in El Salvador.

CONAMYPE and FANTEL are making business formalization more accessible so entrepreneurs can grow with greater support and opportunities

Formalizing a business can be the step that makes the difference between moving forward with limitations or growing with greater support and opportunities. With this approach, CONAMYPE together with FANTEL developed the 2nd Business Formalization Fair, a space created to bring information, guidance and direct attention to micro and small enterprises interested in strengthening their business from a more solid base. During the day, participants had access to key advice to better understand the formalization process, resolve doubts and learn more clearly about the routes to obtain records and move forward with greater security in this process.

Less time, more opportunities: MINECO and SAT improve business service in Quetzaltenango

The Ministry of Economy (MINECO) and the Superintendence of Tax Administration (SAT) signed an agreement that will allow entrepreneurs and businessmen in Quetzaltenango to carry out commercial and tax procedures in the same place. As part of this alliance, the services of the Superintendence of Tax Administration (SAT) will be available within the facilities of the headquarters of the Ministry of Economy (MINECO), with the aim of streamlining processes, reducing service times and facilitating the formalization of business.

Expo eCommerce 2026: Paraguay consolidates its digital ecosystem

At the event, organized by the Paraguayan Chamber of Electronic Commerce (CAPACE), he remarked that currently more than 80% of Paraguayans already make online purchases, consolidating eCommerce as a key tool for formalization and economic inclusion. The Vice Ministry also valued the work promoted by CAPACE over more than 15 years, to strengthen the Paraguayan digital ecosystem and promote new opportunities for entrepreneurs, MSMEs and companies in the country.

Reinventa 2026: Presentation of the MSMEs selected to strengthen innovation and competitiveness in Paraguay

The Vice Ministry of MSMEs, within the framework of the Technical Mission of Taiwan, through the FoMipymes project, presented the beneficiary enterprises of the program that seeks to promote the competitiveness, sustainability and innovation of the sector through technical assistance and comprehensive accompaniment. The program aims to strengthen Paraguayan Micro, small and medium-sized enterprises, through comprehensive support aimed at generating added value, better positioning in the market and the sustainability of the enterprises.

EmprendeTECH: A space focused on AI and digitalization for entrepreneurs

The National Directorate of Entrepreneurship of the Vice Ministry of MSMEs officially presented EmprendeTECH, a new experience focused on artificial intelligence, productivity and digital tools for MSMEs, entrepreneurs and new talents. The day will feature free training and the participation of global allies such as Google and Oracle, who will share tools aimed at boosting business through digitalization and artificial intelligence.

MIC launches «Avanza MIPYMES» to promote financial inclusion in the sector

The Ministry of Industry and Commerce, through the Vice Ministry of MSMEs, launched the «Avanza MIPYMES» platform. It is a digital portal that simplifies the path to financial inclusion, a decisive step for the modernization of the productive sector and a central tool to connect Micro, small and medium-sized enterprises with formal financial services, eliminating historical barriers to access to credit.

PRODUCE Business Roundtable generated more than S/3 million in negotiations for MSEs at the IV Peruvian Cheese Show 2026

65 bidding companies from 16 regions participated in more than 140 commercial meetings with 13 large purchasing companies from the retail, HORECA and biomarkets sectors. The Ministry of Production (PRODUCE), through the Directorate of Market Articulation, successfully held the PRODUCE Business Roundtable within the framework of the IV Peruvian Cheese Show 2026, managing to generate S/3,032,178 in negotiation for the benefit of 65 micro and small enterprises (MSEs) in the dairy and food sector.

BERRY Project Spearheads Second Micro And Small Business Support Grant Initiative

The passage of Hurricane Beryl gave rise to the Beryl Emergency Resilient Recovery (BERRY) Project. Last year, under this project, several Grenadines businesses benefited from a micro and small Business Support Grant initiative. The business support grant ranges from US $1000 to $3000 dollars and will assist micro- and small-businesses that earn “less than $20,000 a year, and employ no more than five persons,” and the business must have been active from January to July 2024.

SBA Announces New $50 Million Grant Opportunity to Support Made in America Manufacturing, Workforce Training

The U.S. Small Business Administration (SBA) announced a new funding opportunity offering up to $50 million in grant awards to as many as 10 eligible applicant organizations who will provide training and technical assistance to support small manufacturers in the SBA’s Empower to Grow (E2G) Program. The Manufacturing in America E2G Grant Initiative will empower qualified awardees to deliver regional support to small manufacturers in critical industries, in support of the agency’s ongoing effort to rebuild domestic supply chains, bring back American jobs, and promote industrial dominance.

MIEM-Dinapyme promotes work linked to community kitchens

The Ministry of Industry, Energy and Mining (MIEM), through the National Directorate of Handicrafts, Small and Medium Enterprises (Dinapyme), promotes work linked to community kitchens and spaces for food preparation. This includes offering development opportunities to local gastronomic enterprises, with the appropriate material, the necessary tools and the corresponding bromatological authorizations.

Piade Program continues to promote MSMEs with support to improve their competitiveness

The MIEM-Dinapyme Piade program is now open. It offers co-financing for companies to access technical advice and strengthen their management. Micro, small and medium-sized enterprises (MSMEs) have a key tool to continue growing. The Piade program, promoted by the National Directorate of Handicrafts, Small and Medium Enterprises (Dinapyme) of the Ministry of Industry, Energy and Mining (MIEM), is still available to those companies that seek to improve their competitiveness.

MIEM participated in the 3rd Meeting of the Network of Best Policy Practices for SMEs in Latin America and the Caribbean

Uruguay handed over the presidency of the Network of Best Policy Practices for SMEs in Latin America and the Caribbean to Argentina at the third meeting of this organization, held in Argentina with the participation of the Ministry of Industry, Energy and Mining (MIEM). The ministry emphasized the achievements of this network, which has already obtained tangible results, including the development of a plan that addresses priorities, such as access to financing, simplification of procedures, digitalization and artificial intelligence.
